PAPI stands for The Performance Assessment of Contributions and Impact (PAPI), which is a research program that measures citizen experiences and satisfaction with various dimensions of government performance in Vietnam. It was first conducted in 2011 by the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) Research Team, which consists of researchers from Vietnamese and international organizations.PAPI aims to provide an objective assessment of governance and public administration performance across Vietnam's provinces and municipalities. It covers various aspects such as participation at local levels, transparency, accountability, public service delivery, administrative procedures, control of corruption, among others.The survey collects data through face-to-face interviews with randomly selected households in all 63 provinces and municipalities of Vietnam. The questionnaire includes both subjective questions about citizens' perceptions and objective questions about their actual experiences with government services.The findings from PAPI are used by policymakers, researchers, civil society organizations, and development partners to inform policy-making processes, identify areas for improvement in governance practices at the local level, and track progress over time. It provides valuable insights into citizens' satisfaction with public services and their engagement in decision-making processes.PAPI has become an important tool for measuring governance performance in Vietnam. It has gained recognition both nationally and internationally for its rigorous methodology, transparency, and credibility. The survey results are widely disseminated through reports, workshops, seminars, media coverage to promote public awareness on governance issues and encourage informed discussions on ways to improve governance practices in Vietnam.
